This web page contains information that is required to be made available to the public under the Community Reinvestment Act (CRA). By providing our CRA public files online, The Westchester Bank allows our clients to review information about the Bank more conveniently and provides the general public with the ability to produce hard copies of only those documents needed.
Under the CRA, the following information must be maintained in a public file and be current as of April 1 of each year.
All written comments received from the public for the current year and each of the prior two calendar years that specifically relate to the bank's performance in helping to meet community credit needs, and any response to the comments by the bank, if neither the comments nor the responses contain statements that reflect adversely on the good name or reputation of any persons other than the bank or publication of which would violate specific provisions of law.
A copy of the public section of the bank's most recent CRA Performance Evaluation (pdf).
A list of bank branches, their street addresses, and geographies as well as hours of operation.
A list of branches opened or closed by the bank during the current year and each of the prior two calendar years, their street addresses, and geographies.
A list of loan and deposit products, and schedule of fees generally offered at the bank's branches.
A map of each assessment area (pdf) showing the boundaries of the area and identifying the geographies contained within the area, either on the map or in a separate list.
Any other information the bank chooses.
Banks other than small banks shall include in their public file the following information pertaining to the bank and its affiliates, if applicable, for each of the prior two calendar years:
The Bank's loan-to-deposit ratio for each quarter of the prior calendar year and, at its option, additional data on its loan-to-deposit ratio
A bank required to report home mortgage loan data shall include in its public file a copy of the HMDA Disclosure Statement (pdf) provided by the Federal Financial Institutions Examination Council pertaining to the bank for each of the prior two calendar years (for 2016 data and prior). However, effective January 1, 2018, beginning with 2017 data, a bank’s HMDA Disclosure Statement may be obtained on the Consumer Financial Protection Bureau’s website at www.consumerfinance.gov/hmda. In addition, a bank that elected to have the Board consider the mortgage lending of an affiliate shall include in its public file the name of the affiliate and a written notice that the affiliate’s HMDA Disclosure Statement may be obtained at the Bureau’s website. "
